Commissioning and Arranging Care
This procedure may be used:
- By social workers, assistant practitioners, community care workers, social work apprentices and social work students working across adult social care; when;
- Any Care and Support Plan/Support Plan (including where immediate services are required) has been completed and authorised; to
- Understand and use the range of local processes for arranging the required services and support; and
- Work effectively alongside Commissioning or Care Arranging teams.
Although this procedure may be helpful to those people with responsibility for commissioning or arranging services, it does not provide specific guidance about completing, monitoring or reviewing contracts, or any other associated actions that may be required. Anyone carrying out such actions should refer to other relevant local processes.
The Council’s Care Arranger Team and Commissioning Team support frontline practitioners to identify and purchase care and support services:
- Domiciliary care;
- Residential and nursing placements;
- Supported living;
- Extra care;
- Shared lives;
- Respite;
- Day services;
- Substance misuse services.
Procedures for commissioning will vary depending on the type of service that is required.

As part of a care and support plan you may need to commission or arrange other types of services as well as those listed above. Listed below are links to all available Sharepoint guidance for arranging those services.

Any care and support plans that are likely to be high cost or joint-funded with Health should be approved via the relevant Panel Processes, prior to arranging services. There is information about panel processes on SharePoint.

If you work with adults who have complex or specialist needs, a ‘pre-panel’ discussion may also be convened, to provide information and guidance in relation to the range of available options.
